The Road Accident Fund (RAF) is inviting suitably qualified candidates to apply for the position of Officer: Acquisition Management – Quotations within the Finance Division. Purpose of the Job

The Officer: Acquisition Management – Quotations will report to the Senior Officer: Acquisition Management (Quotation).

The successful candidate will provide supply chain management support and solutions to business units while ensuring that goods, services and works are acquired in accordance with prescribed thresholds and applicable procurement processes.

The role also involves maintaining purchasing arrangements for the RAF, supporting business unit requirements and keeping stakeholders informed about relevant legislative developments within the supply chain management environment.

Key Responsibilities

Acquisition Management

The successful candidate will be responsible for:

  • Receiving and verifying the validity of application requests.
  • Compiling Request for Quotation (RFQ) documents.
  • Issuing RFQs to suppliers.
  • Managing responses received from suppliers.
  • Conducting evaluations of RFQs.
  • Creating and issuing purchase orders (POs).
  • Handing RFQ documents over to contracts where required.
  • Compiling Bid Adjudication Committee (BAC) submissions for deviations.
  • Supporting research and negotiation of supplier prices and agreement terms.
  • Reviewing and evaluating supplier bids to ensure compliance with specifications.
  • Arranging Bid Evaluation Committee (BEC) meetings for complex RFQs.
  • Communicating with suppliers and service providers to ensure orders are processed accurately and on time.
  • Implementing acquisition management processes.

Reporting

Duties will also include:

  • Assisting with the preparation and submission of regulatory reports.
  • Contributing to functional reporting systems for management, projects and performance reporting.

Stakeholder Management

The successful candidate will:

  • Assist with enquiries and requests for information from internal and external stakeholders.
  • Assist business units with their requirements in a timely manner.
  • Provide alternative solutions where appropriate.
  • Provide regular written feedback to customers until transactions are completed.

Records Management

The role includes:

  • Archiving required documentation relating to individual purchase requisitions.
  • Maintaining procurement records on the shared folder and relevant systems.

Requirements

Applicants should have:

  • A Bachelor’s Degree or Advanced Diploma in Supply Chain Management, Finance or a related qualification.
  • At least 3 years’ relevant experience in an acquisition management environment, specifically dealing with quotations.
  • Knowledge and understanding of procurement or supply chain management within State-Owned Enterprises (SOEs) will be an added advantage.

  • Knowledge of the Public Finance Management Act (PFMA).

  • Understanding of ordering processes and supply chain management.
  • Ability to work under pressure with limited supervision.

Salary

The advertised job posting salary is R434,656 per annum.

The RAF states that it offers Total Employment Cost packages, with no additional employer contributions. Successful candidates are required to structure their packages according to their individual needs.
